Before you decide to demilitarize M256A1 detector kits contact the item manager Ms Delores Welsh at DSN 793-5871. In these times of reducing budgets, Ms Welsh may find another unit that needs these assets. The M256 detector kits are obsolete. You may want to salvage the pads of M8 paper. 2. This procedure does not cover any item that has been contaminated with any chemical warfare surety materiel or riot control agents. If the item has been contaminated with agent, contact your Surety Officer for decontamination, demilitarization and disposal guidance IAW regulations. 3. The demilitarization of this item can be accomplished in a couple of ways. One, dispose of the kit as a whole by a hazardous waste contractor and use the certificate of disposal / destruction as the demil certificate; two, separate components by type and use the disposal certificates as the demil certification of demilitarization; or, three, function the sampler. 4. Review this demilitarization procedure with your DRMO, and environmental office to determine the desirability of separating the components. The decision to separate components should be based upon the contract disposal requirements, and costs. 5. If it is determined to separate components select the appropriate open head drums conforming to either specification MIL- D-6054 or MIL-D-6055, labels and markings needed with the assistance of the environmental office, DRMO, and Transportation office. Choose the smallest size container required. In OCONUS installations, packaging must conform to Host Country regulations. Before breaking or emptying any vial, ampoule, or tube, personnel should wear protective gloves and avoid breathing the chemical contents. a. Open kit and remove the pad of M8 paper. This pad may be turned in as excess serviceable, kept as the unit's mission requires, or demilitarized and disposed of. 1. M8 paper is not a hazardous waste in any state. 2. There are three ways to demilitarize M8 paper. All methods are in accordance with the Defense Demilitarization Manual, DOD 4160.21-M-1. They are a. Turn in to the DRMO with a Demil code "D". b. Demilitarize locally by placing the booklets on a suitable anvil, tree stump, or other suitable platform and then chopping the booklets of paper in quarters with an ax. If you have a shredder, shred the paper. After the scraps of M8 paper are generated, these scraps may be placed in a sanitary landfill off installation. c. If you have large quantities to demilitarize and dispose of, you may place them in a sanitary landfill if a government agent is supervising the burial and turns in a certificate that he observed that the items were buried and covered with earth so that no one will find it worthwhile to uncover and utilize for unauthorized purposes. b. Remove samplers and place in a drum (see 5 above). Aluminum foil covering may be thrown in trash. Throw the instruction cards in the trash. c. Turn in empty kit-container to DRMO with a certificate of demilitarization as follows: "I certify that these (insert kit designation either M256 or M256A1) Chemical Agent Detector kits NSN (insert correct NSN #) were demilitarized in accordance with instruction from the US Army Soldier and Biological Chemical Command. All hazardous components have been removed which constitutes demilitarization." Signature of authorized individual Signature of witness (must be one level higher than authorized individual) d. Report the drum of samplers to the DRMO as hazardous waste D001, D003, and D009 (in the state of California, one must also report this item as copper and zinc) and obtain from the DRMO a CLIN. Provide the following information on a tag affixed to the container: Number of samplers ______ Each sampler weights 17.02 grams. Each sampler contains 2.25 mg of mercury cyanide. Each sampler contains .16 grams of methanol. Each sampler contains .20 grams of ligroine (a mixture of C5, C6, C7 hydrocarbons) Each sampler contains .4 grams copper chloride for M256 or .8 grams copper chloride for M256A1. Each sampler contains .088 grams zinc oxide. Alert your DRMO and hold the drum until you receive disposition instructions from DRMO. The drum must be managed as hazardous waste. The Proper shipping name for the samplers is Waste flammable liquids, toxic, NOS (Methanol, Mercury cyanide, Petroleum distillates, NOS) 3, UN1992, PGII, D001, D009, D003. 6. For samplers that have been functioned, place them in a drum. Report the drum of samplers to the DRMO as hazardous waste D009, D003 (in the state of California, one must also report this item as copper and zinc) and obtain from the DRMO a CLIN. Provide the following information on a tag affixed to the container: Number of samplers ______ Each sampler weights 17.02 grams. Each sampler contains 2.25 mg of mercury cyanide. Each sampler contains .088 grams of zinc oxide. The proper shipping name for the functioned kit is Waste Toxic, solid, inorganic, NOS (mercury cyanide), 6.1, UN3288, PGII, D009, D003 7. If not separating components report the items to the DRMO as a hazardous waste EPA codes D001, D003, and D009. Label the container flammable, and poison. Hold the kits until you receive disposition instruction form the DRMO. Proper shipping name to the DRMO for reuse is not applicable for DOT lists this kit as excepted Quantities per paragraph 49 CFR 173.4. When being transported as hazardous waste the proper shipping name for the kit becomes "Waste flammable liquids, toxic, NOS (Methanol, Mercury cyanide, Petroleum distillates, NOS) 3, UN1992, PGII, D001, D003, and D009." Fill out a form DD1348-1 (6 copies) for each NSN being turned in. Turn-in DD 1348-1 should show that the material is a hazardous waste (HW IN BLOCK C), actual number of items being turned in and the EPA hazardous waste number as indicated in the above procedure. Retain one copy of each DD 1348-1 for your records. Attach a copy of each DD 1348-1 to containers of waste and store as instructed by your Environmental Officer. Turn in remaining copies to your servicing DRMO. Your servicing DRMO will process this waste for inclusion on a Hazardous Waste Disposal Contract and will provide any additional guidance required. Your Environmental or Hazardous Waste Officer should continually monitor the hazardous waste turn-in and removal process to ensure compliance with all regulatory requirements.
